The Core Compact is the multinational body coordinating the Core itself. It includes engineers, mages, scientists, military representatives, guardians, technicians, maintenance chiefs, and specialists from every tradition required to keep the shield functioning.
The Compact is not supposed to be a government. Its power nevertheless rivals governments because it controls access to the machine keeping civilization alive. Critics fear a permanent unelected authority beneath Corian. Compact members reply that the shield does not wait for parliamentary procedure before failing.
